Dr. Phil Richter will join the University of Alabama at Birmingham (UAB) to serve as the Interim Associate Vice President for the Animal Resources Program (ARP). He starts on April 27.
Phil Richter, DVM, Ph.D, DACLAM is a highly accomplished veterinary leader with more than three decades of experience overseeing large-scale academic animal care programs and advancing comparative medicine. He spent over 25 years at the University of California, San Diego, ultimately serving as Executive Director of the Animal Care Program and Campus Veterinarian, where he led institutional compliance, research support, and veterinary oversight across the university’s research enterprise. Dr. Richter has also held key roles as Attending Veterinarian for the UC White Mountain Research Center and as Principal Veterinarian and Consultant supporting veterinary programs in Washington and California. His career reflects deep expertise in regulatory compliance, program leadership, clinical care, and strategic development of research-focused veterinary services. Dr. Richter’s long-standing commitment to quality, ethics, and scientific advancement positions him as a trusted authority in laboratory animal medicine and organizational stewardship. He holds a B.S. from UC Irvine, a D.V.M from UC Davis, and a Ph.D. from UC Davis.
